Совершенствование управления сельским туризмом в Китае на основе оценки эффективности

Аннотация

С помощью аналитической схемы «измерение – декомпозиция – диагностика – управление» и метода анализа среды функционирования изучаются панельные данные из 40 туристических округов Китая за 2011–2022 гг. На основе декомпозиции технической эффективности на чистую техническую эффективность и эффективность масштаба выявляются ключевые ограничивающие туризм факторы. Делается вывод о том, что в рассматриваемый период средний уровень эффективности округов находился в пределах 50,3–61,5 % от производственной границы. Рост в значительной степени обеспечивался расширением масштаба, тогда как управленческая и технологическая эффективность оставалась в состоянии стагнации. Производится классификация округов на четыре типа: системно оптимизированные, технологически ориентированные, масштабно ориентированные и находящиеся в трансформационной дилемме. Причины выявленных различий данных типов соотносятся с ресурсной обеспеченностью государства, его ролью и уровнем промышленной интеграции. Предлагается дифференцированная модель управления, направленная на содействие переходу от масштабно ориентированного роста к инновационно ориентированному росту.
