Abstract

This study considers the problem of abuse of power by county officials in the territory of Belarus in the second half of the XIX – early XX century. It also determines the essential causes of bureaucratic arbitrariness committed by the local administration. The author discloses the main types of bureaucratic crimes in the civil service in the territory of Belarus (such as abuse of authority, inaction of power, infliction of offenses and tortures, criminal use of the state property, bribery, official forgeries). The basic aim of the work is to study the fight against the abuses of county officials as well as to determine the forms and methods of countering corruption in the Belarusian provinces. Besides, the article describes the administrative and criminal responsibility of authorities for official crimes in accordance with the Russian Empire law.
