Re-evacuation of forced migrants from Belarus: Belarusian refugee agencies and organizations in the coordination process (1917–1918)

Abstract

The article is devoted to one of the most difficult pages in the history of forced migration from Belarus in the World War I – the period of re-evacuation 1917–1918 – time changes in the coordination of this migration process. The research problem and the scale of participation of Belarusian refugee organizations in the coordination of this process. Its duration and participation of various authorities, which succeeded each other in Russia during the revolutionary turmoil re-evacuation of telepremera research, as it allows you to see the possibilities of influence on the Belarusian refugees of various political forces, including and Belarusian. Based on new materials of the State archive of the Russian Federation, materials of periodicals of 1917–1918 and the latest research on the history of refugee status, the article notes that refugees alarmed the politicians of their ethnic and socio-economic diversity and connectedness with complex domestic problems, which for them was a priority compared to the issues some political influence. The author concludes on a very limited influence on the
refugees by Belarusian politicians. A key influence, according to the author, migrants during re-evacuation were provided by the Soviet authorities who sought to control all aspects of the deportation of the population.
