Взаимодействие государства и общества: актуализация давней повестки

Аннотация

Рассматривается вопрос о равновесии государства и общества. В конкретных исторических условиях формируются разные модели такого тандема. Технологическая реальность делает межсубъектное взаимодействие соответствующих акторов сложным и противоречивым, доводя социальные стратегии сотрудничества и конфликта до предельного состояния. Информационная эпоха открывает диаметрально противоположные перспективы как синергетической связи граждан и власти, так и их глобального отчуждения. Для стран, имеющих общее советское прошлое, одинаково возможны оба сценария. Реализация благоприятного сценария и преодоление кризиса известных форм демократии, которого не удалось избежать ни одной современной юрисдикции, зависит от многих обстоятельств. В их числе полноценная проблематизация данной повестки на уровне национальной юридической доктрины, адекватные меры регуляторной политики, технологическая самостоятельность государства, конструктивное взаимодействие права с иным познавательным опытом.
