Аграрно-правовое регулирование сельскохозяйственной деятельности физических лиц: проблемные аспекты

Аннотация

Исследуется законодательство о племенном деле, ветеринарной деятельности, селекции и семеноводстве сельскохозяйственных растений, коллективном садоводстве. Выявлена тенденция изменения правового регулирования, выражающаяся в усложнении порядка осуществления некоторых видов сельскохозяйственной деятельности, исключении физических лиц из круга субъектов отдельных видов аграрных правоотношений. Определены пробелы в регламентации осуществления растениеводства и животноводства гражданами. Обоснован вывод о том, что необходимо создать специальную правовую основу для сохранения и развития сельскохозяйственной деятельности физических лиц.
