Роль аграрного законодательства в обеспечении национальной безопасности Республики Беларусь

Аннотация

Анализируются нормы аграрного законодательства в сфере обеспечения ветеринарной и фитосанитарной безопасности с учетом содержания новой Концепции национальной безопасности Республики Беларусь. Поднимается проблема отсутствия терминологического единства в части законодательного закрепления таких понятий, как «ветеринарная безопасность» и «фитосанитарная безопасность», обращается внимание на необходимость внедрения комплексного рискориентированного подхода при проведении ветеринарных и фитосанитарных мероприятий. Подчеркивается значимость реализации на практике принципа гласности и получения доступа к информации об эпизоотическом и фитосанитарном состоянии территории страны как важной гарантии в системе обеспечения национальной безопасности государства.
