Abstract

The author of the article analyses the peculiarities of Latin American constitutionalism nature, traditions and innovations in the constitutional development of the continent, reveals the international discussion on popular sovereignty, constituent power and democratic participation in Ibero-American constitutional law. The author notes that constitutional reforms in the last quarter of the 20th century and the first quarter of the 21st century led to the emergence of participatory institutions, the active use of forms of deliberative and imperative democracy, and the expansion of systems of democratic participation of citizens in constitutional changes. New institutions coexist alongside traditional representative institutions of democratic government. The author believes, participating in the international discussion, that Latin American constitutionalism is unstable in nature and an incomplete transition to democratic government.
