The problems of forecasting of complex social systems developing

The article highlights the key components of the methodology of social forecasting. Culture is presented as a particularly important regulator of social relations. The characteristic of three stages of the social system phase transition to a new level of its organization is given. It is noted that the most profound qualitative transformation of society occurs in the transition to a new type of civilizational development. The main social risks associated with the implementation of NBIC technologies are characterized. The necessity of social and ethical expertise of scientific programs and technological projects in the field of biocybernetic modernization is substantiated.
