Abstract

A scientific analysis of bureaucracy and debureaucratisation is carried out. In the context of M. Weber’s research tradition, bureaucracy is considered as a rational mechanism for solving managerial tasks. There is a negative (pathological) manifestation of this mechanism – bureaucracy. The essence of debureaucratisation as a process of overcoming bureaucracy is revealed. System-wide and managerial-technological actions within the framework of debureaucratisation are shown. It is noted that system-wide actions involve strengthening parliamentarism, developing the control powers of the legislature and the public, implementing the principle of subsidiarity, developing the practice of joint management and public-private partnership, and permanently optimising the structure and number of management personnel. Managerial and technological actions imply the improvement of management methods, the optimisation of forms of interaction between government and citizens, as well as the improvement of the legal culture of the population.
