Resource supply problems of the scientific sphere in the context of implementation of the Belarusian nation intellectual potential

Abstract

The article evaluates the level of resource supply of the scientific sphere of the Republic of Belarus on the basis of international statistics. It is clarified that the level of expenditure on research and development largely determines the level of personnel potential of the scientific sphere. It is concluded that the low level of funding for science, as well as the longterm trend to reduce the number of researchers, determined the low level of publication activity of Belarusian scientists, as well as the decrease in patent activity. The dependence of innovative activity of industrial organizations on financial and personnel support of the scientific sphere is identified. To change the situation, it is proposed to increase the level of state support for Belarusian science, which is significantly lower than the level of most European countries.
