Rating of the Belarus regions on development of the sphere of services based on panel data

The object of the research is the service sector of the Republic of Belarus. The subject of the study is a comparative analysis of the population services sector in the regions of Belarus and the city of Minsk based on panel data. The purpose of the work is a comparative analysis and identification of differentiation factors in the development of the services sector in the regions of Belarus according to panel data for 2013–2017. The main part describes the availability and content of sources of statistical information for analyzing and forecasting the services sector in the Republic of Belarus. The methodology of rating analysis of the service sector development in the regions of Belarus on the basis of panel data, is described, the algorithm for the implementation of the methodology and software based on R-packeges, is described. A system of indicators of the service sector development by regions of Belarus has been formed, including the share of services in the GRP (by activity, %), the structure of representation of the service sector by type of activity and regions has been described, correlation of the system of indicators has been established. Based on the principal components method of the factor analysis, an integrated indicator of the services sector development, as well as a rating of the regions of Belarus and the city of Minsk for the development of the services sector for 2013–2017, has been constructed and calculated. The main factors of differentiation in the service sector in the regions of Belarus are identified. Ways to reduce differentiation are proposed. The analysis of trends in the service sector development was performed. The novelty of the obtained results consists in applying formal-mathematical methods to the analysis of the state of service sector development in the regions of Belarus based on panel data. The practical significance of the work is to use the results to predict the socio-economic development of the regions of the Republic of Belarus.
