China’s policy towards the African Union: forging a strategic partnership

Abstract

The People’s Republic of China has been developing a strategic partnership with the African Union in order to strengthen its continental influence through expanded economic cooperation, security engagement, and diplomatic support. This article analyses Chinese white papers and other policy documents on its approach to Africa, examines how it formulates and implements its foreign policy strategy towards a continental regional organisation, and identifies the main areas of cooperation. Crucially, while deepening bilateral relations with African states, China increasingly promotes multilateral frameworks, positioning the African Union as central force to consolidating regionalism and advancing Chinese interests. Engagement with the African Union secures support for Chinese initiatives at regional and global levels. Aligning the Belt and road initiative with the African Union’s Agenda 2063 ensures coordinated, complementary efforts towards socio-economic advancement and multi-level security provision.
