REVIEWING

All articles submitted to the editorial office are double-blind peer-reviewed.

Reviewing procedure

A scientific article received by the journal editorial office is reviewed by the Editor-in-Chief and his deputies for its compliance with the journal profile and design requirements. In case of the compliance with these criteria, the article is sent for  specialists reviewing.

Reviewing is carried out by the members of the journal editorial board, whose scientific specialisation is the closets to the subject of the article. All reviewers are recognised experts on the subject of the reviewed materials and have publications on the subject within the last 3 years. The editorial board has the right to attract external reviewers (doctors or candidates of sciences, including practitioners). Specialists working at the institution where the research is done are not involved in reviewing.

The reviewing process is confidential. The reviewers are informed that the articles sent to them are the private property of the authors and are classified as non-public information. The reviewers as well as the editorial staff have no right to use the knowledge about the content of the article before its publication in their own interests. Reviewers are not allowed to make copies of articles for their own needs. Reviewers are not allowed to give some part of the article for reviewing by another person without the permission of the editors. The breach of confidentiality is possible only in case of claim of inaccuracy or falsification of materials.

Reviewing deadlines:

(a) The Editor-in-Chief of the journal reviews the article submitted for publication within 14 working days from the date of its receipt by the editorial office. After that, the author receives a notification about the decision made regarding his/her material;

b) the article is reviewed within 30 working days from the moment of its submission to the specialists.

Content of the review:

a) the review should contain an expert assessment of the article according to the following parameters: compliance of the article content with its title; relevance of the research topic; scientific novelty of the obtained results; feasibility of the article publication taking into account the previously published literature on this issue; presentation of the material (language, style, used categories and phrases, structure);

b) the reviewer has the right to give recommendations to the author and the editorial office on the revision of the article. Comments and wishes of the reviewer should be objective and principled, aimed at improving the scientific and methodological level of the article;

c) the final part of the review should contain one of the following decisions:

- to recommend to accept the article for publishing in the open press;

- to recommend to accept the article for publishing in the open press after marking technical corrections;

- to recommend to accept the article for publishing in the open press after the author has eliminated the reviewer's comments, the article is then sent to the same reviewer for a second review;

- to recommend to refuse the article publication in the open press due to its non-compliance with the requirements to the scientific level of the journal.

d) the review may be filled in on a template-form specially designed for this purpose. Specific editorial comments of reviewers to the texts of articles, stated in the form of comments to the electronic versions of articles, can be especially valuable.

If the reviewer decides to re-review the article, the author should make all the necessary corrections and submit the final version to the editorial office with an accompanying revision note detailing which comments the author accepted and which (and for what reasons) were rejected. (The author mentions all the comments received from the reviewer). In this case, the date of the receipt to the editorial office is the date of the return of the revised article. If the reviewer makes a similar decision (impossibility to accept the article without another revision) after the second review, the article is considered rejected and is no longer subject to consideration by the journal editorial board.

In case of a negative evaluation of the article, the reviewer must convincingly justify his conclusions.

In case the article is accepted for consideration later, the journal editorial office sends the author a review of his/her article in an electronic form without the signature and indication of the reviewer's name, position, place of work.

After reviewing, the articles accepted for publication undergo literary editing and layout. The PDF file of the article is sent to the contact author for approval. The author should agree on the article with the editorial board within 2-3 days. In case of the impossibility to agree on the material (the editorial office and the author have not reached a compromise on controversial issues, or the author does not contact the editorial office), the editorial office has the right to reject the article.

The journal editorial office does not keep manuscripts not accepted for publication.

Manuscripts accepted for publication are not returned. Manuscripts that received a negative evaluation from the reviewer are not published and are not returned to the author.

The original reviews are kept in the journal editorial office for 3 years from the date of their signing by the reviewer.

The editorial office has the right to partially or fully provide the materials of scientific articles to Russian and foreign organisations that provide indexing of scientific publications, as well as to post these materials on the journal's website.

The order of articles publication is established in accordance with the editorial plan of the journal.
