State power and engineering and technical intelligentsia in the period of the USSR and in the years of modern Russia: from confrontation to cooperation
Abstract
The author traces the complex and contradictory process of formation of the engineering and technical intelligentsia during the USSR period. The interaction of this social group and the state authorities in Soviet times and in the years of modern Russia is analysed. It shows how the transition took place from the contradictory relations of state power and engineering and technical intelligentsia to their cooperation. The process of formation of the new Soviet intelligentsia is investigated. Attention is focused on the policy of the Soviet authorities in relation to this social group, as well as the changes taking place in the consciousness and behaviour of its representatives. Attempts at cooperation of the engineering and technical intelligentsia and the state authorities are analysed, as well as mistakes and miscalculations in their relationship. Conclusions are drawn about the role of technical specialists in the economy of modern Russia.
