Институциональное развитие Международной ассоциации академий наук: от научных советов к международным научно-технологическим консорциумам
Аннотация
Рассматривается история создания формальных и неформальных институциональных структур Международной ассоциации академий наук (МААН), в основе функционирования которых лежат технологические цепочки познания, характерные для традиционной дисциплинарной науки. Показываются отличия технологических цепочек познания от сложившихся в мировой экономике глобальных цепочек создания стоимости. Определяются перспективы совмещения цепочек указанных типов в рамках международных научно-технологических консорциумов, которые в большей мере соответствуют требованиям современной технонауки. Обосновывается вывод о том, что создание на базе научных советов МААН ряда международных научно-технологических консорциумов позволит ассоциации получить стабильный источник дополнительного финансирования.
