The First all-Belarusian congress (December 1917): to the centenary
Abstract
The article examines the situation in Belarus in early 1917, the impact of military actions on the organization and deployment of political movements on its territory. The role of I and II congresses of the Belarusian national organizations in the development of the idea of the autonomy of Belarus was determined. Changes in the policy of Belarusian national organizations after the October events in Petrograd, differences in views of the Great Belarusian Rada, the Belarusian Regional Committee and the Regional Executive Committee of the Western Region have been analyzed. The article tells about the convocation and progress of the All-Belarusian Congress, its composition and actions. The conclusion has made that the idea of Belarus’ independence among the participants of the congress was not successful, and the declaration, which was tried to accept on the night of 17–18 December, was of a compromise nature. The consequences of the dispersal of the congress by the Bolsheviks are considered, the role of congress in the development of the national liberation movement, the formation of the idea of indivisibility and independence of Belarus is determined.
